TO REPLACE CITOM: City plans new traffic agency

EBU, Philippines - There is a plan to abolish the City Traffic
Operations Management (CITOM) and to create a much bigger traffic
enforcement body to be called Cebu City Transportation Office (CCTO).

The proposal of Councilors Sylvan “Jack” Jakosalem, Raul Alcoseba and
Augustus Pe Jr. was presented in a public hearing before the start of
the city council’s regular session last Wedneday and nobody opposed
the plan.

Engr. Nigel Paul Villarete, head of the City Planning and Development
Office, spoke before the city legislators and supported the move to
create the CCTO saying “It’s the key to a better and orderly Cebu
City.”

Villarete explained that the Cebu City Transportation Office will act
as the local counterpart of the Department of Transportation and
Communication, the “mother agency” of the Land Transportation Office.

Jakosalem explained that the creation of the CCTO does not mean that
the CITOM Board, which is headed by the city mayor, will be also
abolished. The board will continue to oversee the functions and
performance of the new department.

According to Jakosalem the head of the CCTO will become member of the
CITOM Board, the body that will formulate policies, agenda and
direction and the CCTO will just implement these.

“If not there will be too much room of corruption,” said Jakosalem,
chairman of the city council’s committee on transportation.

Pe also explained that once the CCTO will be created, all functions of
CITOM will be absorbed by the new traffic body that will be headed by
a traffic expert.

The creation of CCTO is also to ensure that the huge amount of public
investment on traffic signal equipment and other facilities are
properly protected, maintained and operated.

There is a recommendation that deserving traffic personnel will be
granted security of tenure to ensure a continued leadership in traffic
management with core values such as discipline, integrity and service.

Jakosalem said the CCTO shall have four divisions — transportation
planning, transportation engineering, traffic enforcement and parking
operations division, and support services.

The transportation planning division shall have four sections —
planning, monitoring & evaluation, traffic education and the
management of information system.

It will conduct periodic review of the urban traffic system to
provide optimum coordination of the intersections.

Jakosalem said the traffic engineering division shall have three
sections — civil works and signage and pavement marking section,
traffic signal control, and traffic signal maintenance.

Meanwhile, the traffic enforcement and parking operations division
shall have six sections — traffic enforcement, mobile operation,
parking operations and pedestrian violations, special traffic action
section, communication, billing and collections.

The support services division shall be responsible in the performance
of administrative functions, including the logistics, legal and
investigation section.

At present, CITOM only has one lawyer that is why its legal section is
not capable of filing the traffic-related cases before the courts for
those erring drivers, who just ignore their violations.

Statistics show that CITOM enforcers apprehend about 800 erring
drivers everyday, but many of those who are apprehended just ignore
the citation tickets issued to them because their driver’s licenses
were not confiscated.

Jakosalem had moved that CITOM enforcers should be empowered to
confiscate the licenses of erring drivers, but his proposed ordinance
is still pending for deliberation at the City Council.

A driver’s license can be confiscated only if the apprehending officer
will issue Temporary Operators Permit (TOP) to the erring driver, but
most of the traffic enforcers are armed only with traffic citation

“Take courage. For just as you have borne witness to my cause in
Jerusalem, so you must also bear witness in Rome.” – Acts 23:11

“If there is a God, why would He let so many horrible things happen? I
wonder why when a child is saved from a burning building or gets a
miracle cure for cancer, people praise God. But when a 9/11 happens,
He does not get the condemnation. If I can get around these questions,
I will have a better chance of restoring a faith long since lost.”
This e-mail came from my Irish colleague Derek based in Singapore, who
was still grieving the death of his toddler son.
Can I lead him back? We had animated debates at work but managed to
talk about life whenever he was in town. In between, I would forward
inspirational text messages. He would be amazed how each message came
as a timely answer to a dilemma.
Before he left the company, he wrote, “In many ways, Marie, I have a
very deep respect for people like you who have been through personal
challenges and have come out the other side with the help of your
faith.”
I did not preach. But if in the process of walking my faith his would

1st READING

Paul is no fool and he is not beyond turning his enemies on to each
other if it might be to his benefit and, more importantly, to the
benefit of the Gospel. Even in captivity he is still able to proclaim
the Good News to his captors and to meet with those who come to see
him for advice. Paul does not think of his own welfare first but of
that of the Church. What an inspiration!

Acts 22:30; 23:6-11
30 Wishing to determine the truth about why Paul was being accused by
the Jews, the commander freed him and ordered the chief priests and
the whole Sanhedrin to convene. Then he brought Paul down and made him
stand before them. 23: 6 Paul was aware that some were Sadducees and
some Pharisees, so he called out before the Sanhedrin, “My brothers, I
am a Pharisee, the son of Pharisees; I am on trial for hope in the
resurrection of the dead.” 7 When he said this, a dispute broke out
between the Pharisees and Sadducees, and the group became divided. 8
For the Sadducees say that there is no resurrection or angels or
spirits, while the Pharisees acknowledge all three. 9 A great uproar
occurred, and some scribes belonging to the Pharisee party stood up
and sharply argued, “We find nothing wrong with this man. Suppose a
spirit or an angel has spoken to him?” 10 The dispute was so serious
that the commander, afraid that Paul would be torn to pieces by them,
ordered his troops to go down and rescue him from their midst and take
him into the compound. 11 The following night the Lord stood by him
and said, “Take courage. For just as you have borne witness to my
cause in Jerusalem, so you must also bear witness in Rome.”

G O S P E L

Jesus tells His disciples that work of the Gospel will extend beyond
them to others. The Gospel has been entrusted to us and thus we need
to do what we can to pass on the Good News of our salvation to as many
people as we can. Jesus has a place in His plan of salvation for us
all; let us seek it out and live it as faithfully as we can.

John 17:20-26
20 Lifting up his eyes to heaven, Jesus prayed, saying: “I pray not
only for them, but also for those who will believe in me through their
word, 21 so that they may all be one, as you, Father, are in me and I
in you, that they also may be in us, that the world may believe that
you sent me. 22 And I have given them the glory you gave me, so that
they may be one, as we are one, 23 I in them and you in me, that they
may be brought to perfection as one, that the world may know that you
sent me, and that you loved them even as you loved me. 24 Father, they
are your gift to me. I wish that where I am they also may be with me,

ONE BUT NOT THE SAME

Jesus’ “high priestly prayer” ends today. Today’s Gospel is exactly
what rhetoricians of old would call “peroration.” Peroration is that
part of a speech that, among other things, restates the speaker’s main
theme with an added emotional emphasis.
With all the four chapters of His prayer (14-17) in John, one theme
stands: Jesus is leaving His disciples, but will return. “I will not
leave you orphans,” He says. He will be gone from their sight but, in
a mysterious yet real way, remain with His disciples if they are
faithful to His teaching. Just before He gives an “amen” to His long
after-dinner speech or prayer, Jesus repeats this theme, but with a
new twist. Jesus seems concerned only not with the apostles who were
physically gathered around Him that evening; He widens the scope of
His solicitude by embracing all “those who will believe” in Him
through the words of His apostles. He promises that the future
generations of His disciples will also continually enjoy His presence.
All Christians from the time of the apostles up until ours are
included in the prayer that Jesus offered to the Father as a “grace
after meals” of the Last Supper.
“Father, may they be one, just as You and I are one,” Jesus prayed.
But, sadly, we remain disunited. Out of the total population of
Christians, only 60 to 63 percent are in union with the Pope, the
appointed vicar of Christ on earth. Serious conflicts among different
Christian churches gave birth, first to the orthodox churches of the
East, next to the Protestant churches of the West. The Protestant
break-off eventually led to further fragmentation, so that today we
are witnesses to the reality that the protesting churches are divided
and subdivided into sects. More than allegations of sexual misbehavior
and more than even the inquisition of medieval times, disunity is
Christianity’s greatest scandal.
If we do dare pray with Jesus His “high priestly prayer,” is the
“amen” that we give His peroration? If not, then, in our small and big
ways, let us sow seeds of unity with all Christians and create more
avenues for true collaborative mission in the world. Fr. Bobby Titco

Disunity is Christianity’s greatest scandal.

May we be united, Jesus, as You and the Father are united. Heal every
wound of division among those who bear the name “Christian.” Amen.

DEATH WISH

“I do not ask that you take them out of the world but that you keep
them from the evil one.” – John 17:15

When I first became a Christian, I wanted to die, literally. I saw no
point in continuing to live and be vulnerable to sin when I could be
with God in heaven as promised by Jesus. But then years went by and
I’m still alive and well. So I decided that since I cannot be in
heaven now, I might as well find ways to be closer to God here on
earth. I started serving in church as a member of the choir. I shared
my faith and gave hope to discouraged friends. I sought to purify
myself by leading my thoughts to God even as I struggle with the daily
realities of living in a material world.
          Little by little, although the longing for God remains, the
yearning to die has waned. And one day, it dawned on me. The kingdom
of heaven may be out of sight for now, but the Kingdom of God is
already here, and I helped establish it.
By living my faith, instead of just dying for it, I brought God closer
to myself and to everyone I shared Him with. I think I may like to

1st READING

While Paul is concerned for his communities, I am sure he knows that
it is the Holy Spirit who is the key for their ongoing strength and
development. If we build on our own abilities and strengths, we will
eventually falter and fail; if we build in the power of the Holy
Spirit, we will be successful beyond our wildest dreams.

Acts 20:28-38
28 At Miletus, Paul spoke to the presbyters of the Church of Ephesus:
“Keep watch over yourselves and over the whole flock of which the Holy
Spirit has appointed you overseers, in which you tend the church of
God that he acquired with his own blood. 29 I know that after my
departure savage wolves will come among you, and they will not spare
the flock. 30 And from your own group, men will come forward
perverting the truth to draw the disciples away after them. 31 So be
vigilant and remember that for three years, night and day, I
unceasingly admonished each of you with tears. 32 And now I commend
you to God and to that gracious word of his that can build you up and
give you the inheritance among all who are consecrated. 33 I have
never wanted anyone’s silver or gold or clothing. 34 You know well
that these very hands have served my needs and my companions. 35 In
every way I have shown you that by hard work of that sort we must help
the weak, and keep in mind the words of the Lord Jesus who himself
said, ‘It is more blessed to give than to receive.’ ” 36 When he had
finished speaking he knelt down and prayed with them all. 37 They were
all weeping loudly as they threw their arms around Paul and kissed
him, 38 for they were deeply distressed that he had said that they
would never see his face again. Then they escorted him to the ship.

G O S P E L

Jesus reminds us that He has consecrated us in the truth to the
Father. This means that all the promises offered in the Scriptures are
ours to receive if we are willing to place our trust, faith and hope
in them. This is an incredible gift and truth. More than just
reflecting upon these promises of God, we should start living them to
the full.

11 Lifting up his eyes to heaven, Jesus prayed, saying: “Holy Father,
keep them in your name that you have given me, so that they may be one
just as we are. 12 When I was with them I protected them in your name
that you gave me, and I guarded them, and none of them was lost except
the son of destruction, in order that the scripture might be
fulfilled. 13 But now I am coming to you. I speak this in the world so
that they may share my joy completely. 14 I gave them your word, and
the world hated them, because they do not belong to the world any more
than I belong to the world. 15 I do not ask that you take them out of
the world but that you keep them from the evil one. 16 They do not
belong to the world any more than I belong to the world. 17 Consecrate
them in the truth. Your word is truth. 18 As you sent me into the
world, so I sent them into the world. 19 And I consecrate myself for
them, so that they also may be consecrated in truth.”

SABBATH

CONSECRATED IN THE TRUTH

In His encounter with the scribes, Pharisees and elders of the people,
Jesus saw so much hypocrisy and fiddling around with the truth.
Disgusted with their self-righteousness, Jesus openly condemned them,
calling them hypocrites, whitewashed tombs and brood of vipers. Jesus
did not want His disciples to be anything like them. He does not want
any of us, His present-day disciples, to be hypocrites, self-righteous
and liars as well. In the Gospel today, Jesus consecrates us, His
disciples then and now, in the truth.
What does it mean to be consecrated in the truth?
First, to be consecrated in the truth means to love the truth always.
A lover of truth always seeks the truth, promotes the truth and
defends the truth at all cost.
Second, to be consecrated in the truth means to know the truth.
Seeking, promoting and defending the truth require knowing the truth.
Third, to be consecrated in the truth means to live by the truth. It
is not enough to know the truth; we must be truthful, too.
In the First Reading today, St. Paul warns the Christians in Ephesus
against fierce wolves as he bids them farewell. He knows that when he
is gone, men will be “coming forward with a travesty of truth on their
lips to induce the disciples to follow them.” These men, whom St. Paul
calls “fierce wolves,” will have no mercy on the flock. Such men (and
women) still prowl around like a roaring lion and, as St. Peter
describes them in one of his epistles, looking for someone to devour.
They are the best examples of what it means to not be consecrated in
the truth and they continue to gain allies until today. It is for this
reason that Jesus sends His Spirit. The Holy Spirit guides unto all
truth. Teaching and reminding all that Jesus said, the Holy Spirit is
the Advocate against “fierce wolves” and the Paraclete who aids
fidelity to the truth.
By virtue of our baptism, we have been consecrated in the truth. With
the Holy Spirit in our hearts, let us live according to this
consecration. Jesus prays for us in the Gospel today; let us grant Him

Baptism consecrated me to the truth. Am I really truthful?

Pour upon me, Jesus, Your gift of truthfulness. May I not only know
the truth. Make me always truthful, too. Amen.

LETTING GO is never an easy task, especially when it concerns a thing
given to you by someone you love. Yet there is always a time when you
have to draw things to a close, and when that point comes, it’s all a
matter of acceptance.

My grandmother had this mobile phone which I wanted pretty badly. I
asked her if she could give me the unit but she told me she was using
it for business. A few days later, I lost my own phone, and she gave
me hers, without second thoughts.

“You can have the one I’m using,” she said, referring to the unit I
wanted. “I can use my old phone instead.”

I was delighted upon hearing her decision. I took the phone, examined
its features and took pictures of myself using its high-resolution
camera. She smiled, but before letting go of the phone she told me:
“Promise me you won’t lose that phone.”

After more than a year, however, I got into a tight financial strait
and had to sell the phone for some cash to tide me over for a few
days. I remembered what she told me and, with that in mind, I tried my
best to get a replacement for that phone, only I couldn’t afford to
buy one of the same model.

Months passed. My grandmother fell ill and her health deteriorated
rapidly. I was then staying far from home, and even though my aunt was
there to take care of her, I knew my grandma needed me by her side. I
just didn’t have enough strength to be with her, as each time I heard
her voice on the phone, a part of me died too.

After a few months, one February morning, my grandmother stepped into
the great beyond. She left us nothing but memories in the form of
pictures, letters and reveries. It took time for me to realize that
she had left, and there were times when I felt that she was still
around.

One summer day, I came across in a department store a cell phone
similar to the one she gave me. I just got my salary that day, and I
immediately bought the phone, thinking, finally, I could hold on to my
grandmother’s “legacy.” The unit was reconditioned but it still worked
quite well, and I did my best to take care of it, promising myself
that I won’t lose it for the “second” time. It was also the time when
I was beginning to accept that she was gone, and that her life and
times would only remain a memory in my heart. A part of me was still
hesitant to face the present though, as there were still things that
reminded me of her.

An accident happened one weekend. I was on a beach-outing with friends
when my phone fell into the water. It got soaked, and the technician
said it was beyond fixing as it already had glitches even prior to the
fall. Surprisingly I wasn’t that affected by the loss of the pictures,
files and other things stored in that phone.

Perhaps it was my grandmother’s way of saying I should start to let go.
